Internet Connectivity in Nicaragua: One Cable for the Entire Country

Nicaragua is a country with one of the most fragile internet infrastructures in the world. All of the country's international connectivity relies on a single submarine cable: ARCOS, which was put into operation in 2001. This 8,704 km cable connects the Caribbean nations, Central America and the United States. In Nicaragua, its landing points are located in the cities of Bluefields and Puerto Cabezas, providing minimal routes for redundancy.

The country's isolation index is 100/100, indicating complete dependence on this single cable. In the event of damage or disconnection, all international internet connectivity could be lost, making Nicaragua extremely vulnerable in terms of digital resilience.

Government Control and Censorship

It is known that Nicaragua experiences a high level of government control over its information space, including the internet. However, GeoCables does not have direct measurements of DNS censorship in the country due to the absence of observation points. This leaves the question of the technical mechanisms for traffic filtering and blocking open, although globally, such practices are known to exist.

Connection through a single cable also facilitates potential traffic control at the backbone level, although the lack of data from GeoCables does not allow for confirmation of whether this is practiced.

Conflict and Its Impact on Connectivity

At the time of writing, Nicaragua is not an active conflict zone, which reduces the risks of direct physical damage to the cable infrastructure. However, the country periodically experiences internal protests and political instability, which could theoretically impact the operation of the terrestrial infrastructure supporting the submarine cables. Similar events in other countries have shown that even without physical damage to cables, temporary internet outages can occur due to power cuts or data center failures.

Chokepoints and Vulnerabilities

Nicaragua's primary chokepoint is its complete reliance on the single submarine cable ARCOS. If this cable were damaged or disconnected, the country would be isolated from the global network. In this context, Nicaragua's geographic location plays a dual role: on one hand, the country has access to both the Caribbean Sea and the Pacific Ocean, which theoretically allows for the development of additional cable connections; on the other hand, financial and political constraints hinder the realization of such projects.

Neighboring countries like Costa Rica and Honduras are also connected to ARCOS, making them key transit points for Nicaragua's traffic. However, their own internet infrastructures are more developed, which reduces their risks compared to Nicaragua.

Given the country's high level of isolation, any disruptions in ARCOS's performance could have serious consequences for internet access in Nicaragua, making it one of the key observation points in the region.
