Internet Connectivity in Nauru: Isolation and Vulnerability

Nauru, a small island nation in the Pacific Ocean, has one of the most fragile internet infrastructures in the world. Its entire connectivity relies on a single submarine cable: the East Micronesia Cable System (EMCS), which is expected to become operational in 2026. This 2,250 km cable will connect Nauru with neighboring islands Kiribati and the Federated States of Micronesia, providing the country with essential access to the global internet network. Until EMCS is operational, internet in Nauru remains dependent on satellite communication, which has limited bandwidth and high latency.

Nauru's isolation index is 100/100, indicating complete dependence on a single route for international connectivity. This creates a high risk of losing connection in the event of cable issues, such as breaks or malfunctions. The island's geographic remoteness further complicates rapid restoration in case of outages.

The Role of Government Control and Censorship

Nauru is one of the countries where the government actively regulates internet access. It is known that in the past, the country's authorities blocked social media platforms like Facebook to combat "cyberbullying" and the spread of inappropriate content. However, GeoCables does not conduct direct measurements of internet censorship in Nauru, as there are no observation points in the country. Therefore, any conclusions about the scale and methods of traffic control are based on global data and reports from other organizations.

The introduction of the EMCS submarine cable could change the dynamics of internet access in Nauru, offering more opportunities for international connectivity. Nonetheless, government control over the internet may persist, given historical precedents of traffic regulation.

Conflict and Events: Stability Without Upheaval

Nauru does not participate in international conflicts and is outside war zones, which contributes to the stability of its internet infrastructure. However, the island's isolation and dependence on a single cable pose significant risks related to natural disasters. The Pacific region is prone to cyclones and earthquakes, which could impact submarine cables.

Chokepoints and Vulnerabilities

The sole landing point for the submarine cable in Nauru is located in the Yaren district. This makes the country extremely vulnerable to any breaks or damage to the EMCS cable. If this route fails, Nauru could lose all internet access, as there are no alternative connections via other submarine cables. Additionally, restoring connectivity in the event of an outage could take considerable time due to the island's remoteness and limited repair resources.

Neighboring countries, such as the Federated States of Micronesia and Kiribati, act as transit points for the EMCS route. Any issues with the cable in their territories could also affect Nauru's connectivity. This underscores the importance of international cooperation in maintaining a stable internet infrastructure in the region.
