How we know this
Both series come from IODA (Georgia Tech): BGP route visibility and active probing of networks inside the country. GeoCables does the rest: a drop of 20% or more below the usual level of the last 24 hours is a disruption, 50% or more an outage; the exact start and end are taken from the full-resolution series (10-minute steps), not from the moment our detector recorded the event. Provider figures are hourly samples from the same source; a provider counts as affected at a drop of 30% or more. Our own probes on land are a separate layer and are shown here only when they saw the event. If the providers that dropped serve under a quarter of the country's users and the largest provider worked as usual, we call it an outage in part of the networks rather than a major outage.
