How we know this

Both series come from IODA (Georgia Tech): BGP route visibility and active probing of networks inside the country. GeoCables does the rest: a drop of 20% or more below the usual level of the last 24 hours is a disruption, 50% or more an outage; the exact start and end are taken from the full-resolution series (10-minute steps), not from the moment our detector recorded the event.
