The scheduled shutdown in Iraq affected Noor Al-Bedaya: signal down 100%, serves 4.5% of the country's users; Earthlink: signal down 100%, serves 22.9% of the country's users; Hulum Almustakbal: signal down 100%, serves 16.3% of the country's users; Al Atheer: signal down 78%, serves 5% of the country's users. Together they serve about 48.7% of the country's users; the providers we track cover only about 62% of users (APNIC estimate), so the real share may be higher. Kurdistan Net, Newroz Telecom and Korek Telecom showed no change. Across the country, 68% of address blocks stopped answering our checks.

How we know this

Both series come from IODA (Georgia Tech): BGP route visibility and active probing of networks inside the country. GeoCables does the rest: a drop of 20% or more below the usual level of the last 24 hours is a disruption, 50% or more an outage; the exact start and end are taken from the full-resolution series (10-minute steps), not from the moment our detector recorded the event. Provider figures are hourly samples from the same source; a provider counts as affected at a drop of 30% or more. Our own probes on land are a separate layer and are shown here only when they saw the event. If the providers that dropped serve under a quarter of the country's users and the largest provider worked as usual, we call it an outage in part of the networks rather than a major outage.
